from an undeclared state of emergency to a declared one is quite disconcerting. We, as a nation, aren't too fond of 'declarations', be that of our individual/family assets or of our political agendas. Each one of us belongs to either of the two cotegories: 1) those who consistently fool and 2) those who get consistently fooled. It's a cyclic process; one that has left us in an eternal state of 'undeclared' emergency.
