The 16-member Consulta of which UCOII is part was meeting to discuss the drafting of a `Charter of Values` to be signed by members of all ethnic and religious groups who want to become Italian citizens.
The idea of a charter was first launched by interior minister Giuliano Amato following the publication on 19 August of an anti-Israeli advertisement in a national daily placed by UCOII.
The ad compared Israel`s actions in Lebanon and in the Palestinian territories with Nazi atrocities during World War II.
All members of the Consulta, said they would sign the document except UCOII, which insisted it was discriminatory as it was only aimed at Muslims. On Tuesday night, an agreement was reached on rendering the charter a document to be signed by all immigrants applying for citizenship under a new draft law to be approved by parliament. The bill cuts down the years required to apply for citizenship from ten to five.
The new charter, to be prepared within the next three, months will reportedly require signatories` adhesion to principles of peace, equality and individual freedom.
UCOII was founded in 1990 and claims to be directly connected to approximately 240 mosques in Italy and to dozens of Islamic centres across Italy, including Milan`s Islamic Centre.
There are an estimated 700,000 Muslims in Italy, where Islam is the second largest religion after Catholicism.

Since the Indian Army didn`t expect a war in the icy heights, much less 500-odd casualties, it probably didn`t have as many caskets. There haven`t been more than 5-10 soldier deaths at a single time in the Himalayan border regions since 1962, so it was probably complacent about it.
