further to 311, the immutable underlying principle is what differentiates one state from the other.Since religion in general and Islam in particular has an ether like quality of expanding and occupying any undefined void, so one may not know where this ``immutable underlying principle`` starts and where it ends.It doesnt have anything to do with democracy, a religious state can be more democratic than a secular one.
