Punjab should be split into 4 provinces.
Sindh should be split into 2 or 3 provinces.
NWFP should be split into 3 provinces.
Baluchistan should be split into 2 provinces.
All should be ruled by elected governments. None should have a population greater than 20 million. Laws should require 75% majority to be enacted. The country should be secular with equal rights for all and quotas for none.
India has already solved the problem of provincialism. East Punjab was carved into 3 - Punjab, Haryana, and HP. UP has been cut into two as has Bihar. They will keep dividing provinces until the center is solid and strong.
