I strongly believe that this terrorists can be suffocated, demoralized and defeated if there is a strong enough push from the ISI and Pak Army. There's no need for thousands more of troops from US or NATO or any one else. All it needs is a principled stand from the ISI and Pak army to sever all contacts and isolate the terrorist in terms of resources (arms, ammunition etc.) and intelligence. It is essentially an internal (law and order) problem of Pakistan that it can resolve, provided its most powerful organizations have the resolve.
Though Pak Army/ISI probably do not control every last terrorist leader, I strongly suspect they control enough of them to make a significant difference if they want to stem the rot. I believe these entities are just trying to retake the government from civilian leadership, show the 'donors' their real might and are just letting things get so bad that people would beg them to take control.
Today's Pakistan is a result of what happens when you have a few decades of extremely selfish and corrupt leadership at the very top that survives by pitting one group against the other and by magnifying perceptions of external threats to rein in their own people. Its worst problems can also mitigated quickly if there happen to be just 2-3 guys at the top who really feel for their country and want the average guy to have a normal life (screw extreme selfishness, screw the ideology, screw the religious crap, screw the ambitions on annexing more land and screw the imaginary threats from their western neighbor).
Btw, I know that India too has its share of these dangerous myopic 'leaders', but luckily none of them got to the very top (lots of absolutely horrible leaders exist at state levels as we speak). Also, its relative stability over the last 60 years has helped nurture a sense of 'things will be okay eventually' mindset that a 'critical mass' of people didn't fall for these psychopathic leaders. Hopefully they never will.

No muslim could have performed such a deed. The "foreign hand" is clear. Also never condemn freedom fighters before understanding the root cause. Until the root cause is satisfied, no progress can be made.

17 killed in Chakwal suicide attack

ISLAMABAD: A bomb exploded in a religious centre for minority Shia Muslims in Chakwal 100km from the Federal capital on Sunday, killing 17 people and wounding around a 100, police said.
‘According to information received so far at least 17 people have died and some 100 were injured in the suicide attack,’ Provincial Law Minister Rana Sanaullah told AFP
‘The bomber was intercepted at the entrance otherwise he could have caused large scale casualties,’ Sanaullah said.
‘We have sent two helicopters to move the injured to hospitals in Islamabad,’ he added.
Blast victims are being taken to the local DHQ Hospital in Chakwal.
Police said some 1,200 people were attending the religious gathering when the attack occurred.
‘Our policemen deployed at the gate tried to stop the attacker from going inside where some 1,200 people were attending a majlis,’ senior police official Chaudhry Zulfiqar told AFP.
According to an eye witness’ account, Adeel Raza, a young man about 16-17 years old, dressed in black, got out of a car and detonated his explosives at the entrance of the Imambargah.
Prime Minister Yousuf Raza Gilani strongly condemned the attack and has ordered an immediate inquiry.
The Federal Investigation Agency (FIA) Director has deployed his team at the site of the attack and is expecting a report by this evening.
The blast came a day after eight paramilitary soldiers were killed in a suicide attack in the capital, Islamabad.
