I think this study group should consider internal problems of Secterism where Shias are killed only because they are shias even without provocation. The nation is chaffing against Punjabi domination in Sindh. It is very common site in Sindh to see mile stones crossed showing distance to Punjabi cities and written ``Jiye Sindh``. If feel its wrong to completed devote time to India , Afghanistan Against Pakistan reletionship or Kashmir as slowly but surely sindh has started different way. Unfortunately sindhi problems are not pakistani problems.

Ras,
This was a good read. But like Saminasha, I too would like to have my hands on any papers published in this regard. Especially to fully understand the rationale behind Dr. Shafqat`s conclusion that, ``the relationship between the Civil Service and the Politicians is continuing. This partnership that the military is trying to break is not breaking.” Because I believe it is the Civil Service-Military partnership that really needs to be broken (by the politicians).

Ras,

I think we should all take a closer look at how the Local Bodies set-up will play out in the long run. Most likely they will be scattered away in order to please provincial governments. However, considering under the LFO agreement they are not to be touched by the federal or provincial govt. for the next six years, there may be a solidifying of the grassroot base during this period. If so, it`ll be a leap forward.

Yes. The recent PEACE MOU with India has been just about the only good recent occurance.
And it has had a softening effect on the other screw ups.
