libiyan option,
There are not many options left for pakistan. There is the libiyan option where pakistan can be rewarded, or the iraq option. There is no way that the world is going to tolerate wmd and laskers, especially after the khan episode where an individual has sold wmd. A country managed by IMF and on US charities cannot have athe bomb. There is already a resolution in the UN, a reaction to khan affair where the country will be held accountable for wmd transfers and pakistan is fighting tooth and nail against the resolution.
An ayutomatic iraquisation resolution. Time is running out for pak bomb, and a clear indication is that mushy keeps telling that bomb will not be handed over.

Pakistan has already banned Lashkar-e-Tayyaba and put it on the Watch List. From the Indian point of view, this may not be enough but from the American and British point of view, it is. As a result of this ban, Lashkar and Jaish are unable to raise money, recruit people and infiltrate them into Kashmir. This is all America expected of Pakistan with respect to Lashkar and Jaish. There was never any demand to arrest, extradite or prosecute any Kashmir mujahid. India`s own admission that infiltration is now at an all time low is proof enough that the ban on Lashkar and Jaish was successful.
Al-Qaeda on the other hand is quite another story. Pakistan has outright rejected any claims of a collusion between Al-Qaeda and Lashkar or Jaish. On this matter, Pakistan will not and cannot be pressurized by the international community (most importantly USA because that`s where Pakistan`s foreign exchange comes from).
Pakistan has already arrested Al-Qaeda members and extradited them to America. Just last week, President Bush expressed satisfaction at Pakistan`s continuing role against Al-Qaeda. As far as the global war on terrorism is concerned, its target is Al-Qaeda. When Powell talks to Musharraf about cleaning up Wana, he is interested in nabbing OBL or Zawahiri... not Hafiz Saeed or Maulana Azhar. To put it another way, this is America`s Global War on Terrorism... not India`s Global War on Terrorism. We need to view this from America`s prism alone.

...........no, pindi is not a sister city to baghdad ............ wapda calls it ``load shedding``....... sometimes it is planned, sometimes it is caused by the andhi that preceeds summer thunderstorms, but most of the time it is caused by transformers blowing up because they cannot handle the summer load (i don`t know what the excuse is in winter).......... anyhow, it hardly ever happens in islamabad or areas inhabited by serving generals and their minions .............but we pakis, unlike baghdadis, are an ingeneous people ...........the poor and the hapless simply roll up their chitais and go to the roof; the rich turn on their zillion megawatt generators to keep their half dozen split units running; the not so rich keep a fan or two running on car batteries kept fully charged while wapda is in a benevolent mood; desi americans, with their love of the automobile, crank up the airconditioning in their cars, pop in a cd, curse the current general in charge of wapda and go to sleep .............. actually, everyone curses the general in charge of wapda and all other generals in charge of everything else ............
.......... in the morning while you are eating your fauji brand cornflakes you read about how pakistan has a surplus of electriciy and is thinking about exporting it to india !......... go figure ...............

Read the following Url:
http://nytimes.com/reuters/international/international-security-australia-student.html
(A police spokesman said the man, a medical student from Glenwood in Sydney, was arrested on Thursday morning and appeared in a local court. He was refused bail and remanded to reappear in court on May 5.
``Attorney-General Philip Ruddock said the court was told the man, who arrived in Australia from Pakistan in 1998, trained with Lashkar-e-Taiba for two months in early 2003.
He was arrested following a lengthy investigation by Australian Federal Police.
Last November the government added Lashkar-e-Taiba to its list of outlawed ``terrorist groups,`` saying it had received advice that there were links between Australia and the Pakistan-based group fighting for freedom from India for the Muslim-majority Kashmir region.
Last year French national Willy Brigitte, an Islamic convert, was deported from Australia to Paris for questioning about terror activities. He was believed to have had links to Lashkar-e-Taiba. ``)
So, the world, including Australia, does not recognize Kashmir problem as seperate from a Terrorist problem. Mushy may shout and scream but the world does not sympathize with terrorists in Kashmir. Australia is one of the last countries to recognize what L-e-T was all about even though Mushy may claim it is not a terrorist organization.
And, the following is a tranascript from a Sub-committee (on INTERNATIONAL TERRORISM, NONPROLIFERATION AND HUMAN RIGHTS) hearing.
Topic :AN OVERVIEW OF INTERNATIONAL TERRORIST ORGANIZATIONS.
http://commdocs.house.gov/committees/intlrel/hfa86080.000/hfa86080_0f.htm
This committee hearing took place on WEDNESDAY, MARCH 26, 2003 at
House of Representatives,
Subcommittee on International Terrorism,
Nonproliferation and Human Rights,
Committee on International Relations,
Washington, DC.
Relevant excerpts:
(The Kashmir crisis also deserves the attention of this Subcommittee. Two Pakistani based groups have links to al-Qaeda. If there is a nuclear war in the near future, it will probably by on the Indian subcontinent, and probably the triggering event will be a terrorist incursion from Pakistan into India. Pakistan has been an ally of the United States in our efforts against al-Qaeda, but we have to take even more action to make sure that Pakistan ends its tolerance for terrorist organizations.
THE KASHMIR CRISIS
We have in this dispute between India and Pakistan the real possibility of open conflict between two nuclear powers, and two friends of the US, two of our most important allies in the war against terror. An India-Pakistan war would be an unmitigated disaster. While the underlying conflict over Kashmir is indeed one of the most intractable and long-running territorial disputes in the world, the spark that sets these two states off, if it comes, will probably be an act of terrorism or terrorist incursion from Pakistan into India.
Two Pakistani-based groups, Lashkar-e-Taiba and Jaish-e-Muhammad, have links to Al Qaeda, and are designated as Foreign Terrorist Organizations by our government. These groups have been linked to attacks against the Indian government in October and December of 2001, including the deadly assault against the Indian Parliament. India and Pakistan came extremely close to war in 2002, largely as a result of dispute over the terrorist activities of these Pakistani groups. Tensions remain very high to this day.
Pakistan promised to end incursions in the Summer of 2002, a pledge which served to take both countries back from the brink of war. US diplomacy, especially the work of Deputy Secretary of State Richard Armitage, was critical in defusing that 2002 crisis. However, the Indian government continues to complain about incursions across the Line of Control (LoC) from Pakistan.
I want to note that it could take just one more serious terrorist attack in India or Indian-controlled Kashmir to cause a war between these two friends of the US. I know that the State Department will continue to urge Pakistan in the strongest terms to seal off the LoC to terrorist incursion, and I hope that Pakistan will take all necessary measures to prevent a repeat of the 2002 crisis. Pakistan has been a valuable ally in the war against terror, but lack of vigilance against terrorist incursion across the LoC, to say nothing of actual support for those incursions, threatens to undue all that we have accomplished and much more.
In South Asia, remaining al-Qaeda and Taliban cells and sympathetic groups continue to present a danger throughout Afghanistan. Pakistan has become a favored destination for fleeing terrorists. The Pakistanis` support in going after them has been excellent as the areas of high profile al-Qaeda members such as Khalid Sheikh Mohammed and Ramsiben Al Sheb show.
Extremist violence in Pakistan continues to claim more Pakistani lives than westerners, who are its ostensible targets. Meanwhile, extremist violence in Kashmir, fueled by infiltration from Pakistan and across the line of control, threatens to become a clash point for a wider India-Pakistani conflict. )
Jist of the above excerpts:
1. Pak continues to cooperate well with US in apprehending Al Qaida terrorists on the Afghan border but is not doing enough for terrorists in Kashmir.
2. This could become a flashpoint in future
3. Pak`s cooperation is appreciated but one would not miss the frequent references to Pak as a terrorist haven in a congressional subcommittee meeting.
So, Mushy cannot hoodwink the world for long. He is needed only as long as he is seen to be cooperating. But it looks like even USA is seriously questioning his committment aftet the recent drama of a ``high value target`` that Mushy claimed with pride, could be hiding in a tribal area, all of which coming to a naught.
