Wali Khan declares war
July: Wali Khan, the most important political leader in the NWFP, seems to have reached the end of his patience. Refering to the Bhutto regime`s sacking of the NAP-JUI government, the Pakhtoon leader is reported to have announced at a public gathering that the time for appeals has passed and his followers will now meet force with force.

White Paper blacks out the truth
October 19: The federal government has issued a White Paper on Baluchistan, claiming that the situation in that province is now normal and the army will be withdrawn in the near future. According to unofficial estimates, some 80,000 to 100,000 army personnel have been deployed in the province since trouble first broke out in Lasbela nearly two years ago. The White Paper also states that 5,501 rebels have surrendered, and 385 killed. These figures are disputed by the NAP. Meanwhile, three major NAP leaders, Mengal, Marri and Bizenjo are still in prison.

February 10: Apparently in retaliation for the murder of its prime supporter in the NWFP on January 8 (Sherpao, left), the PPP government has banned the National Awami Party, accusing it of involvement in activities aimed at undermining the solidarity and sovereignty of the country. Top ranking party members, including Wali Khan, Arbab Sikander Khalil and Nawab Sikander Bakhsh, are arrested.

CASE 1
Background
Kohlu Kahan is a rough mountainous area, famous for Battle of Nafusk in 1839 when Marri Baloch’s defeated the British armies. Conquering British armies from Bangal till Punjab faced an entirely different situation where they faced Marri resistance and had to run back for the lives of survivors leaving behind their ammunition instead of passing through Bolan. After inclusion of Balochistan in Pakistan Marri Baloch’s faced a series of military operations including massive bombardment, majority of Marri’s had to migrate to Afghanistan where they lived in refugee camps for 22 years.
After a patch up with Pakistan govt. Marri came back, their water resources, agricultural lands and herds were completely destroyed; nothing was done for their rehabilitation. ``Unfortunately for the Marri`` the area of Kohlu Kahan is very rich in oil fields, which has become another reason for the destruction of Marri Baloch’s. To occupy oil and other minerals by the state the policy of divide and rule is applied on Marri’s that the very democratic tribe is first divided in ruling elite and commons, ruling elite have given opportunities for a very luxurious life and common Marri’s are now living below the line of poverty with no health, education, housing or income facilities.
The other division is instigated between sub-tribes (Bijarani & Gazeni) fighting on petty things, a small part of Bijarani elite is enjoying favours from state and Gazenies are out.
When they were united they were a power to resist invaders now they are the most vulnerable to state violence.
It was January 2000 when name of a Marri Baloch Judge nominated on seniority bases as coming Chief Justice of Balochistan High Court which was unacceptable for `the rulers` he was killed on road to High Court by gun shot.
Nawab Khair Baksh Marri an Eighty years old Chief of Marri tribes, who is one of the most popular leaders of Baloch nationalist movement which resists the policies and processes of snatching natural resources of Balochistan by the state, was arrested with the false allegation of murder of Justice.
On January 09, 2000, in the middle of the night police raided on a very poor and marginalized community of Marri’s working as labourers on daily wages near Quetta and arrested 106 people, took them to torture cells.
As a result of brutal torture several have lost their senses and majority facing physical abnormalities.
Now in the area of Kohlu Kahan Pakistan army is freely constructing cantonment structures, digging oil fields, kidnapping tribal people who show any resistance.

Musharruf raped the country at gunpoint in 1999 -- repeatedly raped the Constitution over the past 5 years with deceit and with force -- what one can expect from a rapist Dictator to punish his rapist army for that cowardly heinous crime against a helpless Pakistani woman -- who must have saved the despicable lives of some of those immoral -- unfit to live -- naamurd baastards.....

Pakistan is indeed an occupied country.... conquered and humiliated by its own wretched army...

Abu Gharib notswithstanding the behavior of US GI`s in Iraq has been exemplary. There have not been any accusations of rape or sexual misconduct by US troops. What is US supposed to be ? A decadent sex crazed society !!!

This is yet another pathetic article from an educated pakistani. You focus on an event, completely forgetting about the culture that has created it, the constitution, the legal system and the social norms.

Malik, take it from me, talk about the Disat and qyat ordinances. You never did anything, even the general who changed the constitution did not dare to touch the founding values of pak society. Accept that the above legislation represent the core values of pakistan. The rape is only a physical manifestation of that value.

You cannot change that value unless you accept that that is the value supported by the elites of pakistan, including you. Do not hide that by blaming the army the rapist, the killer.

You the ducated do not accept the reality. write an article telling the world about the working of pak society. I have been on chowk for a long time, till the americans moved in, no one, even the most liberal of the chowk did not accept the truth that killing of samia sarvar was legal in pakistan and that is why no case was registered. for a long time, YLH of chowk tried hard o pass the case as an instance of corruption. At least, accept now, malik, the rape could be shown to be leagl in the land of the pure. There is no poilce case, no FIR, it is a judicila enquiry, a political issue. This is indeed very shameful and repugnant incident. Since I am unaware of the Pakistani army`s recent hurkaat`o`saknaa`t therefore I am not sure if cursing them is the solution. You can have a horrible person in the Pakistani Police System and he can even do worse than this. I do not think that this issue is about the institutions necessarily. It`s about the character of the masses.

Are you saying that all rape and murder cases have armymen behind them?

The armed forces should be critiqued for not making an effort to strengthen the Legal System in Pakistan. That`s the worst thing any leader can do to its people.

Yes u are rite that they are not behind every rape but they are surely behind every OTHER shameful thing that u wudnt want to listen about ARMY.. whether it is the killing of 7 civilians in Karachi and then doing a slap on the wrist sort of court marshal for Major SAAAB.. or it is the rape in balochistan . or if that is in shape of Rangers shootin on their own people on the border village of okara (Refer to hoodbhai article on okara visit)

I am talking about an army where a grade 20 office has a Toyota corona and the driver of that car will not switch off the car cz the AC is on and it is too hot to get out of the car . wat sort of soldier breed is that .. can u tell me that Which institution other then army has such facilities. I think there is none or is it. I have lived with these people for 22 years . I have seen how they act and react.. so trust me when I say that this is about the institution who breed and brain wash the boys into power hungy war gods.. same institution can bring the change IF it wants . it is not about masses it is about a disciplined bunch of people who are sworn to follow their commander till last drop of blood .

a brilliant article.. needless to say that it wont even dent any thing.. the Recruitment lines for army wud be as long as they are . the leaders wud keep pouring our blood and sweat in their wine glasses in the name of Security.. we are a nation enslaved so bad by army that no one can free us.. no one at all .

i hate army as much as any one else. cz i belong to a background where my father being a civilian had to work the NA PAK FAUJ for a long time and the amount of hate and scorn Journail saaab`s have for civilians is unfathomable........ i, who has been educated in Cadet college and PAF colleges for most of my educational life and who shud be brain washed in favour of army, surprisingly hate them more then the i wud hate the enemies of Pakistan. u know ur enemies but wat to do when ur own vanguard is turning against you.



i have nothing more to say, but to pray that for once JUST FOR ONCE allah do some thing to prove his existence in Pakistan. because the way i see it . his men are taking over the role of god and they are doing one hell of a job to prove themselves as god.

Surprise! Surprise!! Ms. J and I are on the same page on this one. (Just praying that my fate is different than Romair and soysauce!)

There are two issues in Balochistan and everybody is trying to mix them up for their use.
The first issue is the distribution of the Natural gas royalties and the second is: what happened to the Lady Doctor?

I am no friend of the Army but how can you blame the whole institution, if one out of 500,000 was involved in some repugnant act? The GHQ certainly did not order it. The gruesome act of rape is fairly common throughout all communities all over the world.

You can work up all the sweat you want but rape issue should be handled separately from the political and economic issues in Balochistan.
I do have a question though: Why did Akbar Bugti and the gutter press in Pakistan choose to publicize her name? I think it is as horrific as the rape itself.

but hum kya karen ? humaray passs kya koye dooss option hay? Balochi aur Sindis , Pakistan say alag honay ke jang nahin lar rahay magar apnay haqooq ke jang lar rahay hain , jab koye Baloch Nationalist yeh kehta hai kay janab app yeh karen warna hum alag ho jayen gay tu woh sirf air sirf darata hai thats it ... Baloch are fighting for the economic stake .. Baloch are fighting for Pakistan .. Baloch are fighting for the rights of deprived people of Pakistan .. .

I agree with you. Nawab Bugti in publicizing her name in the Pakistani Press has raped her once more for political leverage. Only God knows people`s intentions but I have a feeling this Nawab of the most backward and alienated province of Pakistan is using this poor woman`s honor as a metaphor for the honor of all Baluchis. What do you think HP and Zahra?

Are we getting upset because an educated woman was raped or are we getting upset at the role of the press and the government. Not a single woman in Pakistan is safe as long as the political,economic and cultural evironment condones rape. It has now become a matter of availability so the rapist pats himself on the back after raping and walks away a conquerer who has yet again managed to show a woman he is superior over her. Then the scociety rapes her all over again, stripping her of the shreds of dignity she is desperately holding on to.
