I agree with this part.....and those were not my view..... Just something .....for those who thrive on conspiracy theories......
I would personally go for the first part......
That is it has something to do with the `` privitization process ``..... Its a Mafia.....
infact Karachi is a city of Mafias......... and One of these Mafia.s have successfully
blocked the privitization of KESC........
Its really strange...that some of the ISP were not affected at all like WOL,GO and a few smaller Ones ......and even the phone service was noticiably of lower quality....even local calls had developed a hollowness in the voice quality.....and I fail to see any connection between local calls and the Underwater Cables...

Afterall, why

An interesting angle on this whole Internet Blackout
phenomenon, that is being discussed outside Pakistan.
That, this `Blackout` is not a maintenance problem,
but rather a (failed) attempt at tapping the underwater
fiber optic cable, by a classified US submarine The
Carter (Sea Wolf Class) which is designed to do just
that, ie; tap underwater cables and gather intelligence
for the US govt.
The logic is, the US wants to keep an eye on the inter-
net traffic going in and out of Pakistan and somehow
that is whats behind this `Blackout`. Afterall, why
does only our part of the cable keeps developing fault,
when no Pakistani has gone underwater to mess things
up ?. If nothing else, it`s an interesting take on
things.

KARACHI: The country’s IT industry was shocked on Wednesday when Indian call centres that were about to outsource $10 million business to Pakistan withdrew the offer, as the lingering internet blackout caused a mistrust in India about Pakistan’s telecom infrastructure.
A delegation of local call centres which was due to fly to Bangalore early next month to sign a formal deal with Indian counterparts, has been told not to come.
Abdullah Butt, the president of the Call Centre Association of Pakistan (CCAoP), said the Indian position was the outcome of the undersea fibre-link damage which, he said, tarnished the image of the country’s telecom facilities, as call-centre operations across the country had come to a halt.
Pakistan’s internet and other telecom links with the rest of the world were severed a couple of days ago on account of a fault in a key submarine cable that experts said could take two weeks to repair. The outsourcing business in the country through IT-enabled services crossed the $10 million mark earlier this year with a rapid growth of call centres, and operators were optimistic about touching $20 million by the end of this fiscal year.

Hopefully, PTCL will create more options like the fibre optic link with India and the new SEAMEWE-4 will help matters.
However, the damage has already been done and the international perception is that Pakistan does not have a reliable connectivity infrastructure.
It is time that Pakistani officials and bureaucrats learned a lesson and which is that a major reason, why FDI is not flowing into Pakistan is not so much a case of law and order situation, but the continuing lies, which the Pakistani elected/nominated officials constantly utter. This is the fourth time this fibre optic link has broken down and each time, the claim was made that it would not happen again; and yet, it has happened again.
