I don`t think it was an easy decision for poor/old residents od N.O. to pack and leave. Many didn`t even have $40 to fill gas tank (if they had private transportation). As you must have realised by now, when the entire city evacuates, gas prices increase, roads are cloaked with vehicles, motels lining the highways are filled instantly. People would have to drive ~ 50 miles to even get a room. Do you think a poor family would be able to afford $40 a night motel room for atleast a week (along with food)? Regarding the shelters, that dome cannot even accomodate 20000 odd people. its just a stinking mess.
The real tragedy is that they are poor/old and didn`t have a savings nest. More pathetic is the response of the gov.
Bush can send 150000 man army half the way across the globe to save 1 american life. But when hundreds are dying in its own backyard his response has been nothing but callous.

New Orleans – the events are just disgusting and shameful. I am so ashamed as an American.
Blame lies everywhere:
Mr. W - As a leader he could have cancelled his vacation earlier and be in the area to see the impact sooner. He could have moved full federal resources sooner.
State and local governments - They could have provided buses for the poor and needy people who just did not have even 30-40 dollars left at the end of month to move out.
New Orleans residents - They could have listened to news media and get out. The people need to be self reliant and not expect government to everything for them. One should be grateful for any help and not expect to be served immediately when the whole city is full of water and virtually an extension of the gulf. There is no excuse for shooting at the helicopters and national guards. They have to learn to spend less money on booze and sports events and save for unforeseen misfortunes like all immigrant desis do.
Regular Americans - They need to stop acting like super heroes and be everywhere for everyone. There is no need for troops in Korea or Europe. Fix our own fxcking infrastructure at home and spend more on education of the poorest of the poor before you try to colonize moon and mars.

Many said they were broke—``I live from paycheck to paycheck,`` explained one woman. But I don`t recall any reporter exploring the class issue directly by getting a paycheck-to-paycheck victim to explain that he couldn`t risk leaving because if he lost his furniture and appliances, his pots and pans, his bedding and clothes, to Katrina or looters, he`d have no way to replace them. No insurance, no stable, large extended family that could lend him cash to get back on his feet, no middle-class job to return to after the storm.
i don`t see these people as not accepting responsibility for not evacuating, i see these folks as not having a whole lot of options either way. and yes there are responsibilities that government agencies have to accept as well, having to do with ignoring the levee, and the manner in which how to evacuate was delegated.
