I remember seeing a news item after the Pakistan tests that basically said that North Korea was complaining that the US was not fulfilling its part of the agreement, which included providing safer nuclear power plants and a specific quantity of oil till those plants are operational. The US on the other hand was trying to get Korea and Japan to increase their contribution in this regard. So actually whatever the North Koreans were promised US is not fulfilling its end (so whatelse is new).
