In addition to the fine charter of the UN, you could also quote Article 16 of Pakistan`s current constitution:
16. Freedom of assembly.
Every citizen shall have the right to assemble peacefully and without arms, subject to any reasonable restrictions imposed by law in the interest of public order.

While I agree with the article in toto... I am a bit stumped by this reference to ``British Constitution of 1938``....
The British constitution is unwritten - consisting on several documents ... the most important being the Bill of Rights from the 17th century...
Did the author mean Government of India Act 1935... or some law under the same?

The two draconian laws - Section 144 and MPO 16 - are carte blanche for corrupt, westernized ruling elite to control masses, even with murder of unarmed citizens. The so-called government, which in fact is a set up to subjugate people, is immune from the consequences of these laws. I do not think that other than destroying and dismantling this system there is a way to change the situation by ``creating awareness`` alone. I have endured the wrath of state power when beaten mercilessly during a baton charge in a protest (happened more than once but then I smartened up). Apart from choking pain, the most horrible thing in the baton charge is the swooshing sound of the swinging baton which ends in a thumping sound when it hits your ribs. People! be nice to animals and cattle. Been there.
