Heightening tensions along border part of China`s gameplan

The “hostile actions” by the Chinese in Arunachal Pradesh and Sikkim is, according to strategic experts, part of a well-thought-out move to corner India on two fronts. China has also beefed up its presence in Myanmar’s Coco Islands on the Bay of Bengal and plans to move in two aircraft carriers that are under construction now to the area.
“India cannot concentrate exclusively on the western theatre with Pakistan if China undertakes these measures along Arunachal and Sikkim. And it could well be that it is goading Pakistan to anti-Indian actions in Rajasthan, Punjab and Kashmir. A distracted India is a weaker India and China stands to gain the most from it,” pointed out a senior army officer.
In fact, say serving and retired officer, the situation now is quite similar to the pre-1962 situation when Beijing lulled New Delhi into a false sense of complacency.
China constructed a load linking Tibet with Xinjiang Ugyur region in 1961. This road passed through Aksai Chin area of India and to thwart any further moves by Chibna, India sent its troops to defend that territory in November 1961. By October 1962, China launched a full-scale aggression.
“This time, too, China has started acting on its claims over Arunachal and Sikkim and has constructed roads and rail links right up to our borders. It is encouraging new Chinese towns just across the border to spill over slowly into India. It is upgrading its formidable military infrastructure in the Small Coco and Great Coco Islands by stationing radar squadrons, extending two runways and beefing up the naval base there.
``At the same time, Chinese leaders are talking of peaceful resolution of the border issue with India and are trying to charm the Indian leadership into thinking that China is no threat to India. Our Foreign Minister said as much when he visited Beijing in June 1999, though our Defence Minister did say in April 1998 that China continues to represent a security threat to us,” said a retired army officer who did not want to be named.
China, said a strategic expert, has a “long memory” and has never shied away on taking concrete action on its territorial claims.
“Look at tactics China has employed to keep Japan and other countries on a leash. Apart from keeping India under pressure on the eastern front, China has been employing Pakistan as a surrogate belligerent to jeopardize India’s security,” said an analyst.
China has also been sending out conflicting signals—a few months after Jaswant Singh declared that China was no security threat to India, Chinese President Jiang Zemin made highly derogatory references to India while speaking to President Bill Clinton.
Zemin reportedly said that India would be dealt with strongly if it does not stop providing shelter to Tibetan refugees and continues to oppose China’s efforts to integrate Arunachal and Sikkim with the rest of that country. The USA’s Central Intelligence Agency sums it the best: “Beijing treats India as a country to be threatened, belittled and kept in check”. This, and other such assessments by the CIA, can be found in the CIA Factbooks.
According to the army sources, India will take at least a decade to upgrade its infrastructure in the North East to what China has on its side of the LAC now. It is learnt that the Indian Air Force (IAF) installations in the eastern and northeastern region have also been put on alert.

Why we remain backward!

C L Dosajh, that venerable textbook writer, provided one of the great joys of studying economics at school. Although the books changed every year, his explanations for some of the fundamental economic truths of India remained unchanged.
Agriculture, poverty, population, underdevelopment, all was accounted for by the backwardness of Indian farmers. Lacking a scientific temper, they invested not in their farms, but on ``wasteful`` matters such as weddings. It is now the wedding season in India, and ``wasteful`` expenditure abounds everywhere, nowhere more so than in big cities where we live. Perhaps that is why our cities remain backward.
Ostentatious display of wealth has always been an important way of affirming status within agrarian societies. Following the decline of traditional occasions for convivial hospitability such as festivals, rituals associated with death and coming of age ceremonies - where one played out one`s social role and status - Indians now have fewer opportunities of displaying wealth on a social scale.
Weddings have come to fulfil that lacuna, especially in cities. Festivities associated with it are a way of inviting participation in one`s wealth, not so much with a view to share it, but to ensure a public display of one`s status. Status is about how others see us, and executing a wedding in the accepted ways is a means of creating as well as upholding commonly shared values. That is why the barat is usually a public procession, allowing the world to see it.
The barat, a literary historian told me, is celebratory because its roots lie in the practice of looting women. The wedding band announces one`s victory, and therefore guns are sometimes fired. Undoubtedly the privilege accorded to the barat also emerges from the subservient status of women in our society. It is the apotheosis of maleness, where a collective can claim superiority over another similar one, simply because it is associated with the groom. That superiority can be and is expressed in a multiplicity of ways. In areas of Braj society in Western Uttar Pradesh, there is a practice of humiliating the bride`s family, which is known as `phajeeta uraana`, that is `to mock`. One demands only one particular item of food until it finishes and the bride`s family has been shown up to be inadequately hospitable.
I recently attended such a barat in UP. Since early morning at the groom`s house a shehnai and a dhol player had been diligently serenading the coming event, but towards evening an orchestra-cum-band also arrived. The band is today an indispensable part of all weddings, and for something regarded as traditional it is spectacularly modern, both in origin and in appearance. It originated in the army bands introduced to India by the British along with the newly drilled, uniformed and disciplined armies in the 18th century. The irony doesn`t end there. All its instruments are western, yet it now only plays Hindi film tunes. The band members dress in semi-military regalia, yet most of them are poor and often barefoot.
By the time we set out we were more than two hours late. Leading the procession was the orchestra van, an improvised cart without brakes or steering which was being pushed by four men. Then came the two columns of the band. Behind them were the lights, attached to gardening pots and held in position by young boys on top of their heads. The boys were barely 13, most walked barefoot, and were not allowed a moment`s rest through the march.
The contrast between the festivity of the procession and the wretched misery of the light boys was glaring, yet the baratis decent god-fearing people all of them, remained oblivious. We took two hours to cover the distance of barely a kilometre because the procession halted every few minutes when people were dragged in to join the dancers in the middle. I was told that a delay of two hours was considered mandatory to ensure that the bride`s family knew its place.
What is curious is that most of the baratis were educated, liberal professionals, who otherwise would oppose child labour and male chauvinism but were yet happily consenting to both. They also did not seem unduly perturbed by the large number of beggars who crowded the pandal for leftovers from the feast. This apparent contradiction between conduct and ideology may seem surprising if one overlooks the fact that what people do and what they say they do are incommensurate categories. The heavy yoke of custom bound the people attending that barat, just as it does the extravagant farmers of Dosajh. In both cases we are playing out social roles that confirm our status.
The bored band, the barefoot light boys and the beseeching beggars are important because it is through them that we assert our difference. The barat will remain as long as there are these onlookers. So perhaps will the backwardness that disturbed Dosajh.

MUSHARRAF MOUTHPIECES BUILD CASE FOR KASHMIR IN US
FROM K.P. NAYAR Washington, Dec. 4: Pervez Musharraf, who has been one step ahead of his new patrons in Washington and London since September 11, is revising his plans for Kashmir and for perpetuating himself in office like General Zia ul Haq, his predecessor in uniform.
Pakistan’s army of retired diplomats and generals who have been hyperactive in Track-II diplomacy across the US since the terrorist attacks on New York and Washington is busy redefining both the Kashmir conflict and the nature of Musharraf’s government.
Ahmed Kamal, who was Pakistan’s ambassador to the UN, put out an amazing theory in a TV interview in New York that Musharraf’s junta is not a dictatorship at all.
In a programme hosted by an Indian professor of journalism at Columbia University, Sreenath Sreenivasan, Kamal made many jaws drop by arguing that Musharraf, on the other hand, was the panacea for corruption and other evils, which thrived under two democratically elected Prime Ministers in Pakistan.
His theory on Kashmir was even more astounding. While America had every right to retaliate against Afghanistan because Osama bin Laden’s attacks were against the US on its soil, Kamal said India could not claim the same right.
Any terrorist attack in Kashmir was not on Indian soil since Kashmir was disputed territory, he argued.
The fight in Afghanistan was solely about terrorism, but Kashmir was a mix of terrorism and freedom struggle. The two needed to be sifted by the international community, Kamal argued.
Wiser from the miscalculations which led to the Northern Alliance, Pakistan’s bete noir, assuming control of Kabul last month, Musharraf is ensuring that his country’s huge investments in the insurgency in Kashmir is not similarly wasted once the conflict in Afghanistan is over.
Many leading Pakistanis like Kamal have begun plugging this twin line at Track-II events. It is Musharraf’s hope that eventually, this is bound to make some impact on the Bush administration and the US Congress, for two reasons.
First, there is unprecedented interest within America in Pakistan and policy-makers are seeking inputs, especially from academics and others engaged in the Track-II diplomacy.
Second, Pakistan has seized the opportunity offered by America’s war in Afghanistan and is flooding Track-II programmes with its men and women, leaving India a distant second in putting across its views.
Unlike in India, academics and those engaged in Track-II programmes in Pakistan are willing to play second fiddle to Pakistan’s administration, be it a dictatorship or an oligarchy like Nawaz Sharif’s and Benazir Bhutto’s.
The campaign here, depicting Musharraf as a knight in shining armour trying to rescue his country from evil politicians, is also meant to pre-empt the outcome of a possible return by either Benazir or Sharif from exile.
The family of Sharif’s younger brother, who was Punjab chief minister, has already returned to Lahore from Saudi Arabia, ostensibly to test the waters for ending the exile of the two politician brothers.
Benazir is known to be contemplating her return to Pakistan to prepare for elections, however flawed, which Musharraf has promised to hold in less than a year.
To nip any potential challenge from the two popular politicians and to crack down on dissent, Musharraf has to convince the West that he is not a dictator.
His minions on Track-II are, therefore, arguing that his administration is merely a transition arrangement which Pakistan desperately needs. Many Americans are apt to forget that Zia’s transition arrangement lasted 11 years.
The rumblings on Track-II about terrorism in Kashmir are also indicative of disquiet among Musharraf’s people about the Arab mujahideen in Kashmir.
Now that Islamabad has sided with the US in trying to crush Arab fighters in Afghanistan, Musharraf fears that the Arab mujahideen in Kashmir may no longer be amenable to his plans. Pakistan would like to root them out and have an insurgency in Kashmir, the agenda of which is scripted solely by the Inter-Services Intelligence.

FROM K.P. NAYAR Washington, Dec. 4: Pervez Musharraf, who has been one step ahead of his new patrons in Washington and London since September 11, is revising his plans for Kashmir and for perpetuating himself in office like General Zia ul Haq, his predecessor in uniform.
Pakistan’s army of retired diplomats and generals who have been hyperactive in Track-II diplomacy across the US since the terrorist attacks on New York and Washington is busy redefining both the Kashmir conflict and the nature of Musharraf’s government.
Ahmed Kamal, who was Pakistan’s ambassador to the UN, put out an amazing theory in a TV interview in New York that Musharraf’s junta is not a dictatorship at all.
In a programme hosted by an Indian professor of journalism at Columbia University, Sreenath Sreenivasan, Kamal made many jaws drop by arguing that Musharraf, on the other hand, was the panacea for corruption and other evils, which thrived under two democratically elected Prime Ministers in Pakistan.
His theory on Kashmir was even more astounding. While America had every right to retaliate against Afghanistan because Osama bin Laden’s attacks were against the US on its soil, Kamal said India could not claim the same right.

Marriage and motherhood have put an end to that. Today, her research remains incomplete. Her scholarship has been discontinued after she failed to submit her thesis within the stipulated period…

Sutapa and Madhavi are just two of the “promising women scholars” on the list of research dropouts that has left Calcutta University’s science department worried. At present, 75 per cent of post-graduate students and research scholars in the university are women. The majority of young men with brilliant records steer clear of academics, say varsity officials.
“While screening applications, we invariably find women with more impressive academic records than the male aspirants. The women also fare better in the entrance tests,” says Manab Kumar Sengupta, secretary of the science and technology faculties of the university. “It is a matter of concern that we are losing such high-performing students, who could turn out to be good scientists if they complete their research and stick to the profession.”
Worried by the trend, university officials have even made it a point to remind women candidates during the “final interviews” that they must submit their theses within the stipulated time, despite family factors.
Subjects where women research scholars outnumber the men by far are chemistry, botany, zoology, physiology, psychology, chemical engineering, applied chemistry and applied physics.
The other side to the dropout rate among women research scholars is the “waste of financial resources”. With the likes of Sutapa and Madhavi availing of the UGC scholarship — which ensures a minimum monthly remuneration of Rs 6,000, plus other allowances — and then failing to complete their research, is a “drain” of government funds.
“The practice needs to be stopped. We can’t afford to lose good students in this manner, as this affects the overall research output of the university,” says Sengupta. “The process to motivate women students to complete their research and contribute to the profession has begun,” he adds.
Varsity officials, meanwhile, have contacted their counterparts in Delhi, Mumbai and Andhra Pradesh to discuss the matter. “But in no other university did we find such a high enrolment of women research scholars, and so the problem is not as acute,” a CU official said.
VOLTE-FACE ON WATERBODY

The high court-appointed special officer, who had declared a wetland — the controversial Padmapukur in Dum Dum — as “not a waterbody” about a year and a half ago, changed his mind on Thursday while submitting the second report to the judge. The new report says: “Padmapukur is six feet deep and full of clear water.”
Padmapukur hit the headlines a few months ago when the state fisheries department claimed it was a wetland and announced that the area had been distributed to fishermen for pisciculture on a co-operative basis.
But, a city-based businessman, Arun Poddar, claimed that he owned Padmapukur, spread over 3.75 acres.
The status of Padmapukur attracted attention in the wake of the murder of Dum Dum municipality chairman Sailen Das, who reportedly wanted to ward off any construction on the waterbody.
Special officer Dilip Seth, in his report a few months ago, had said that Padmapukur was full of hyacinth and aquatic grass and “only ankle-deep water was found in the north and north-west corner of the plot.”
Seth’s volte-face on Thursday raised eyebrows in the legal circles.
Poddar moved court a year and a half ago, demanding its intervention in the dispute.
He claimed that he had bought the area, which was shali (a plot where construction can take place) from one Jyotirmoyee Devi of Calcutta, to set up an engineering college and a housing complex.
He also told the court that Kalyani University had already granted affiliation to the proposed college. The petitioner said that the housing department had decided to build a complex in the area and that there was no bar to construct buildings on the land.
Appearing on behalf of the state, junior standing counsel Debasish Kar Gupta opposed Poddar’s move and said that the petitioner had bought the land by paying Rs 4 lakh only and had not paid the stamp duty at the time of the purchase.
“So, his purchase was not in accordance with the law and the government does not recognise him as owner of the plot,” Kar Gupta claimed.
He also said that the state government had requisitioned the plot for 10 years and was initiating a dialogue with the owner of the land to acquire it.
“If the claims of the petitioner are true — that the area is shali land — then the law will not permit him to own such a large plot in an urban area, as it will violate the Land Ceiling Act. If the land is under ceiling, then the government has every right to acquire it for a better purpose,” Kar Gupta added.
