Poll panel slams Gujarat untruths
Chief election commissioner J.M. Lyngdoh today did what the Centre has failed to do ? he called the Gujarat administration?s bluff on the riots.
The poll panel chief, who is touring the state to see if it is ready for elections, lost his cool on finding that district collector Bhagyesh Jha had misled him on the extent of damage in Baroda. Calling Jha a ?joker?, Lyngdoh asked: ?Are you not ashamed of yourself??
Armed with electoral rolls to identify the victims, the chief election commissioner first went to Best Bakery in the Hanuman Tekri area, where 12 people were killed and two went missing on March 1 after a frenzied mob torched the building.
Finding Jha?s information way off witness accounts, he turned to the official. ?You had told me that Best Bakery was set up just two months before the riots, whereas the people here are telling me that it was at least 10 years old. Even the electoral rolls have the names of the victims, and you say that it was set up just two months before the riots! Are you not ashamed of yourself?? he asked.
Earlier in the morning, Lyngdoh had met in-camera the only surviving member of the bakery owner?s family, Zahida, in the circuit house. The family used to live on the floor above the workshop.
The entourage next went to Tarsali, a site not far from Best Bakery, where the team saw 185 burnt houses. Lyngdoh again lashed out at the collector. ?You told me only sporadic violence had taken place. Are you a joker??
Jha?s humiliation began before the Election Commission team set out this morning on a tour of the district?s worst affected areas. Lyngdoh refused to follow the route chalked out by the local administration. Instead, he went to the places that the non-government organisations working with riot victims wanted him to visit, inviting comparisons with predecessor T.N. Seshan, who won many admirers with his principled stand and tenacity.
Refusing to buckle under the pressure the BJP is piling for early polls in Gujarat, Lyngdoh brought the three-member Election Commission for a recce a week after a nine-member poll panel team toured the state. The first team submitted its report today, in which it is understood to have said that the situation is ?not conducive? to immediate polls.
Everyone the commissioners spoke to in Baroda today, opposed early elections. ?Rebuild our houses, you can hold elections tomorrow. Then we will have no objection. But not before each one of us is properly rehabilitated,? Mullauddin said.
Mohammed Hanif, who owned National Bakery and a four-storey building that was razed by a mob in Baranpur, said it would be gross injustice if polls are held before December.
The All India Milli Council told the commission that early elections would amount to a ?murder of democracy?? as 45 lakh Muslims would not be able to exercise their right to vote.

VSNL risks losing Rs 441 crore, thanks to Worldcom
New Delhi, Aug 6 Videsh Sanchar Nigam Ltd is facing a risk of losing anywhere between Rs 294 crore to Rs 441 crore which it has yet to recover from US long distance telephony giant, WorldCom. VSNL Director Operations, N. Srinath today said while the company remains optimistic that its relationship with WorldCom will continue to be mutually beneficial and that VSNL will collect its dues from WorldCom, there are risks inherent in any bankruptcy proceedings. ``There can be no assurance that VSNL will be able to collect its WorldCom receivables or that VSNL will not be adversely affected by WorldCom`s financial difficulties.`` WorldCom is one of VSNL`s major carrier partners with whom the Indian company exchanges significant US -bound traffic. The relationship between the companies is governed by a tariff arrangement with WorldCom which was declared bankrupt recently. WorldCom filed the biggest bankruptcy in history on July 21 after revealing a 3.85 billion dollar mishandling of its books but has pledged to maintain operations that include the No. 2 US long-distance service and half the world`s Internet traffic. But WorldCom will transfer two million customers at its money-losing wireless unit to other providers. For the year ended March 31, 2002, gross revenues from WorldCom represented approximately 14 per cent of VSNL`s total operating revenues. On March 31,2002, balances due from WorldCom represented approximately Rs 221 crore (approx 45 million dollars). Till end of July 2002, VSNL estimates that it has an exposure of approximately Rs 294 crore to Rs 441 crores to Worldcom.

New Delhi, Aug 7A 65-year-old woman burnt herself to death by sitting on her husband`s funeral and committing the centuries-old, but outlawed, custom of Sati, the Press Trust of India reported Tuesday.Two policemen had rushed to the village in Madhya Pradesh on hearing that the woman was about to commit Sati, but the locals threw stones at them and did not allow them to enter, the report said.The woman, Kuttu Bai, decided to kill herself on her husband Mallu Nai`s pyre after he died from a prolonged illness. Bai`s two grown-up sons did not make attempts to prevent their mother from sitting on their father`s funeral pyre, police said. Tamoli Patna village became deserted after the incident and police were unable to get further information. The last known incident of Sati was the death of 18-year-old Roop Kanwar, widow of Mal Singh, in the Rajasthan village of Deorala on September 4, 1987, which sparked national and international outrage. The police charged Sumer Singh, Mal Singh`s father, with forcing Roop Kanwar to sit on the pyre with her husband`s body as part of the outlawed Hindu rite. Pushpendra Singh, his other son, was accused of lighting the pyre in front of several people. Kanwar`s father-in-law and brother-in-law were both acquitted by an Indian court in October 1996.Following the Roop Kanwar case, India enacted federal legislation providing the death penalty for anyone abetting Sati.

Wisden treated me shabbily, says Azhar

Former captain Mohammed Azharuddin has said that he has been humilated by Wisden magazine and alleged that some among the 16-shortlisted players for Indian Cricketer of the Century award worked against him.
In an interview to Outlook magazine, he said the Wisden first called him to sign a contract shortlisting him among the 16 other nominees for the award.
Azharuddin said at the last minute, he was told that his presence was not required in London and that the invitation sent to him stand cancelled.
``They called me up to say that they had made a mistake and they would not be sending me the airtickets.There was no explanation for this decision,`` he said.
According to the former captain, the contract he had signed stipulated that he would be invited to the function in London and would have to give some media interviews. After withdrawing the invitation, Wisden did not even apologise.
``You can`t treat a person so shabbily. Why did Wisden start the process in the first place? If they had any problem, then why go through the motions at all. This is humilating, to say the least.
``And finally, Wisden did not have the courtsey to inform me or write to me as why they decided not to invite me``, Azhar said and hinted that some among the 16 shortlisted players had worked against him.
Azhar who is contemplating possible legal action against Wisden said that he is ``very hurt by the unsavoury episode. It is disgusting that is all I will say. It leaves a bad taste in the mouth.``

``They called me up to say that they had made a mistake and they would not be sending me the airtickets.There was no explanation for this decision,`` he said.
According to the former captain, the contract he had signed stipulated that he would be invited to the function in London and would have to give some media interviews. After withdrawing the invitation, Wisden did not even apologise.
``You can`t treat a person so shabbily. Why did Wisden start the process in the first place? If they had any problem, then why go through the motions at all. This is humilating, to say the least.
``And finally, Wisden did not have the courtsey to inform me or write to me as why they decided not to invite me``, Azhar said and hinted that some among the 16 shortlisted players had worked against him.
Azhar who is contemplating possible legal action against Wisden said that he is ``very hurt by the unsavoury episode. It is disgusting that is all I will say. It leaves a bad taste in the mouth.``

And then suddenly it happened in India, too. A street smart analyst and the country`s apex corporate monitoring authority, the Department of Company Affairs (DCA), discovered in mid-July that two blue-chip companies, Rolta India Ltd, a software major, and Reliance Petroleum Ltd, a petroleum giant and part of the famed Reliance Industries Group, had slickly fudged their accounting statements. While Rolta inflated its revenue by about $15 million by including an inter-departmental sale, Reliance Petroleum, ``as a result of an unfortunate printing error`` coolly ``omitted to include`` in its annual report trading of $200 million worth of shares of its group companies. That is not all. Xerox Inc even managed to embarrass the Indian government by revealing that its Indian subsidiary, Modi Xerox, had paid $700,000 in grafts to government officials for pushing sales. But it is not just a question of Rolta, Reliance Petroleum and Modi Xerox. In its much publicized report analyzing nearly 700 India companies` accounting statements, Global Data Services of India Ltd, a division of one of India`s leading credit rating agencies, Crisil, found that 266 companies had been cutting corners to report dressed up annual reports. According to Global Data Services these It HAPPENS also in Indiacompanies adopted measures that resulted in significant variances between reported profits and the profit figures arrived at by the agency. The list included large companies such as Wipro, Tata and SPIC - some of the best known Indian business groups. Global Data Services clarified that most of the adjustments were well within the law, although they may have violated the spirit of the law. ``These corporates are following the letter of the law, though not its spirit,`` said Madhu Dubhashi, chief executive officer of Global Data Services. Indeed, Indian companies aren`t less creative in accounting than their US peers.

FROM PRANAY SHARMA New Delhi, July 29: India today said putting Kashmir on the international agenda only meant that Pakistan-sponsored militancy would be highlighted before the outside world. US secretary of state Colin Powell said yesterday that Kashmir was now part of the international agenda. Aware that the description could lead to a controversy, South Block has launched a damage-control exercise. ?It can only mean that international terrorism is on the international agenda,? foreign ministry spokesperson Nirupama Rao clarified. ?Kashmir is the focal point for international terrorism. It is where we see terrorism occur daily with tragic familiarity. We see bloodshed, we see innocent men, women and children being maimed, hurt or killed.? ?Pakistan is involved in this terrorism. That is why Kashmir is on the international agenda and that is why India is engaging the international community in order to inform them about cross-border terrorism being directed against this country by Pakistan and Pakistani forces,? Rao added. But keeping the hope of a dialogue alive, she said that once the militancy issue was resolved, Delhi would return to the talks table to settle all outstanding issues. Though it was not spelt out, one of these issues is Kashmir. This will also be the argument of foreign minister Yashwant Sinha during talks with world leaders at the Asean Regional Forum meeting in Brunei. Sinha left for Brunei to take part in the security dialogue, which begins tomorrow. The minister is scheduled to hold a series of meetings on the sidelines of the conclave with counterparts from China, Russia, Japan, Australia, Canada and Singapore. It is likely that the military standoff between India and Pakistan will be discussed at the meet. Sinha will have to explain to the world leaders the reason for the military build-up by Delhi along the border and try to rally their support in India?s fight against cross-border terrorism. Pakistan?s minister of state for foreign affairs Inamul Haq had said yesterday that Powell?s remarks were a clear endorsement of Islamabad?s demand for a plebiscite in Jammu and Kashmir. But India insisted that the secretary of state?s description of internationalising Kashmir was only limited to the issue of infiltration and cross-border terrorism. ?Pakistan lives in a looking-glass world. By no stretch of imagination could it be construed that he was referring to plebiscite,? the foreign ministry spokesperson said. She pointed out that the US and all other important world leaders had accepted that the outstanding issues between India and Pakistan have to be sorted out through bilateral dialogue.
