law enforcement in pakistan is already more or less privatised and are the monopoly of the rich and influential in their spare time these agencies take to extortion. Communities need to take of their own law and order needs.

It is not posssible to implement any kind of liberal social agenda in a fascist parasitic political entity such as Pakistan. Liberalism is contradictory to the very essence of the state. The war on the Mehsud Taliban is just a case of the Pak Army making an example out of one of its strategically located splinter cells to appease the US. This operation will probably succeed because of the "neutrality" of the local Waziri Taliban. What you say about Karachi is undoubtedly true but isn't it strange how Karachi hasn't had an incident since and before the operations began. It seems like whoever plans and carries out these attacks has something to lose by stoking the ethnic flames in Karachi.
