Quota system was introduced only because the Urdu-speaking bureaucracy allocated development funds to urban Sind (where Urdu-speaking community lived) at the expense of rural Sind (where majority of population lived) during much of the 50s and 60s.

Quotas are an effective way of dealing with widespread economic imbalances. US and India have quotas for blacks and scheduled castes. Whether ZAB`s quota system reduced the urban-rural divide or exacerbated it, is debatable. But it didn`t create a Muhajir-Sindhi divide. That distinction belongs to Altaf Hussain, who exploited the quota system for his divisive ethnic agenda.

Migration from UP started in 1947 but went on until the late 1950s. Keep in mind that most of UP Muhajirs came to Pakistan looking for economic reasons, not to save their lives. Most UP muhajirs didn`t face the communal violence that tore families apart and destroyed entire clans in Punjab. To serve his ethnic agenda, Altaf does not accept these Punjabi migrants as Muhajirs.

When people from UP migrated to Pakistan in the 50s and early 60s, they already knew they were heading off to a multi-ethnic country. Lamenting ethnic divisions in this country after 60 years is therefore unacceptable for the following reasons:

(a) Ethnic divisions were created by Muhajirs themselves, when they demanded (under Altaf`s leadership) that they be recognized as Muhajirs, instead of Sindhis. The demand to recognize Muhajirs as a separate ethnic group in 1980s came from Altaf Hussain, not from any Sindhi or Punjabi.

(b) The definition of a Muhajir is arbitrary and inconsistent. Altaf does not accept migrants from Eastern Punjab as muhajirs. Although technically every Pakistani speaks Urdu (since its the official national language), only a person of Urdu-speaking background and born in UP qualifies a a Muhajir under Altaf`s definition.

This self-serving definition betrays a deliberate attempt by Altaf Hussain to assume an ethnic identity that doesn`t even exist. What`s the motive? Ethnic division in Sindh.

(c) In a federal republic, provinces are created for administrative purposes only, not to put a fence between ethnic groups. Ad nauseum criticism of Punjabis/Pathans migrating to Sindh and Baluchistan only indicates that MQM as a party has not accepted the very premise of Pakistan i.e. a federal republic where ethnic identities will gradually be replaced with one composite national identity.

Ahemm.. actually scratch that. Begging won`t work either. Atal ``Sulking`` Vajpayee and Lal ``Mopping`` Advani tried that in 2001. I am afraid we Pakistanis can`t help you there. See we never had to beg others to fight our battles for us. But ``global powers`` like India are different.

But then again, it was probably one of our missiles that hit `em. The Army`s obviously gonna deny it to avoid undermining the peace deal made with tribal elders. Hence the finger pointing at Americans.

Pak Rangers wear dark grey shalwar kameer. They don`t wear khaki uniforms. However, the Indian Border Security Force (BSF) does.

No that was an attempt to drive home the fact that Americans are no more involved in Wana operations than they`re in Hyderabad (India). Next time I`ll try to be less subtle since you obviously didn`t ``get it``.

After the public backlash to that Bajaur incident more than a year go, the Americans have taken a hands-off approach to avoid undermining Musharraf`s position. Whatever they might say to him in private, they can`t afford to reprimand him in public.

Liaqat Baloch and Hafiz Salman Butt are charged with destruction of public property during agitation against Vajpayee (1998) and Danish cartoons. They are not charged with murder or extortion. That`s a distinction that only sublime leaders like Altaf and Ishrat-ul-Ibad can boast of.

Secondly, if Liaqat and Salman`s participation in May 12 rally was a public security concern, the MQM govt could have arrested them at the airport or railway station and sent them back to Lahore. It instead chose to block routes to the airport and went on a killing spree in order to prevent the people of Karachi from receiving the popular CJ... and terrorize those who came out anyway. Aaj TV has shown live coverage of MQM distributing klashinokovs to their activists. The firing was captured on camera. In addition, ``Don`` Altaf Hussain was egging these gun-wielding goons to violence over the loudspeaker.

The media has exposed MQM. It cannot blame opposition or Salman Butt or Liaqat Baloch, et al. It also cannot deny that it orchestrated violence.

If MQM is indeed concerned about damage control, it needs to do the following:

a) Admit that some ``rogue elements`` within the party orchestrated this violence. Then purge these people from the party

b) Reprimand the Sindh Home Minister Wasim Akhtar and replace him with somebody else.

c) Stop Babar Ghauri from making stupid statements on TV. Let someone less controversial such as Farooq Sattar become the spokesman for MQM.

d) Lift the one-month ban on entry of CJ into Sindh. If lawyers and politicians want to escort him on this trip, let them. If the public wants to receive him at the airport, don`t stop it. And make sure the incidents of May 12 are never repeated.

If MQM takes these steps, the May 12 public relations disaster will fade away from public memory. Otherwise, this incident shall spiral into a massive backlash against MQM.

Five killed in Hyderabad`s Mecca mosque blast

Five persons were killed and four others, including two children, were injured when a bomb exploded in the historic Mecca mosque in the Charminar area of the old city in Hyderabad. Chief Minister YSR Rajasekhara Reddy said from New Delhi two more live bombs were found in the vicinity and were defused.

A large posse of police personnel, who arrived on the scene, faced an angry crowd, who pelted stones at them and the shops in the vicinity. Police resorted to lathicharge to disperse the crowd.
