I think no leader had imagined the scale of the violence, though Maulana Azad had warned about it as had Punjab governors, but Nehru dismissed any possibility of large scale massacre, i think so that it would not cast a poor shadow on his hasty agreement for partition just like Jinnah did so that his Pakistan project would not be shown in poor light.
