There’s no procedure or fixed criteria for ’peer rating’. I would advice you to take all the ratings on chowk with a feastful of salt. If you like an interactor very much, you usually give him/her a high rating. If an interactor annoys the heck out of you, you give him/her a low rating. If you are indifferent to an interactor, you don’t rate him/her.
