We would like to encourage NADRA,with a scheme that supports the purchasing power of the people on a close to normal scal e.Getting essential foodstuffs only, at reduced rates seems arbitrary and limited.NADRA would do well to issue lo(low) income cards to those who have lo income.These cards should enable the holders to buy any item from any shop, at reduced rates.It is however the duty of the government to provide incentives to the shopowners to participate in the support shopping scheme for lo income card holders.The government could reimburse without fail,those shopowners who sell their goods to the lo income card holders at reduced rates. If shopping tabs are provided to the lo income card holders, it would make things doubly convenient. A shopping tab can have 2 portions; one for the low income card holder and one for the shop owner.On the former portion details of the shop and receipt will be present,and on the latter the details of low income card holder plus receipt will be present.This, it is hoped will suffice to keep the record straight, and no blame game tournament will take place between the concerned three,(goverment ka aadmi, too).Similar arrangement must be made for the no income group. Here all funds can pour in wholeheartedly including zakat, to support Ngo and others ‘driven scheme, to assemble every day, free stalls of All goods, for the no income card holders, in all towns,UCs and named-after-days-of-the-week bazaars.Also the no income card holders ought to be given the shopping tabs, with 2 portions, one for himself and the other for the organisations, Ngo and others;just to keep the record straight.Just so these needy people can actually ‘’shop’’ for free, for their needed items, instead of lugging at randomly distributed outsize sacks of degradable goods whether needed or not at the time.
