I saw one PTV serial in parts. My ex-Paki roommate gave me addl info on Pak army (he had some relatives as officers). They are like son-in-laws to the state of Pakistan. The officers get royal treatment. They get many things free. Even after retirement they get many benefits. The Kiyani phase is temporary. They get their Musharraf after this Kiyani-Karamt goes. There're innovative methods of finding intelligence abt the blats in advance. Bombay police are very talented in this area.

Have mohalla-level informants - of any community. Have intelligence in mufti, police on patrol to locate suspicious ppl with suspicious actions. Instaed Indian police try to locate a potential income source i.e a pickpocket or a locl goonda who collects money (hafta) or a dufh peda shopkeepr who'd give some free sweetmeats.
