Not necessarily. It is not clear that Hindus will be able to implement this strategy. Or will even want to, if they could. Sometimes people/whole species prefer to choose death than to change sufficiently, probably hoping some less undesirable option will emerge at the last moment.

The objective is to lay out all viable options, so people can choose whatever option they prefer.

Here is the issue. The state - the old method of maintaining law and order - simply cannot deal with this situation. The state was not designed to manage totally contradictory groups of people.

Can Hindus think of, accept, and then design solution outside of the state? I don't know.

s alim, i think what ranjit and ek are saying is that the momeens will solve the problem by stopping extremist. they are talking about providing incentives to the momeens. they are trying to learn from modus-op randi of the paki.
