Athar Osama is a Doctoral Fellow in Public Policy at the Frderick S. Pardee - RAND Graduate School for Policy Studies in Santa Monica, CA. Athar specializes in public policy, science and technology policy, and governance, development, democracy and constitutionalism in developing countries. He is the Founder of the Virtual Think Tank Pakistan ( www.vttp.org) and Pakistan Research Support Network (PRSN). Athar has represented Pakistan in international fora, written widely in Pakistani Newspapers (The News, 1992-1995) and Dawn (2003-), and has spoken at conferences and seminars including the Research Symposium for Next Generation of Leaders in Science and Technology Policy organized by American Association for Advancement of Science (AAAS) in Washington DC. Athar holds a B.S. in Aeronautical engineering from College of Aeronautical Engineering, Pakistan Airforce Academy, a PGD in Business Administration from IBA-Karachi, and a PhD in Public Policy.
